Denied Opportunity?

Surely, public funds (grants appropriated from the additional penny sales tax) granted to a public school district for the development of extracurricular activities, specifically the performing arts, aren't being utilized to provide private instruction to a select few (..."we’ll be holding auditions for my Wednesday afternoon classes that will be held at my studio...").

Will a child be denied the opportunity I believe is the intent of the grant?
